- Enterprise Information Management Analyst II
Description
The Enterprise Information Management Analyst II (EIMA II) supports the City’s information management program, with a focus on privacy and data access. EIMA IIs manage complex public data requests by working directly with requestors and City departments to ensure accurate and consistent outcomes. They also design and lead projects that improve data access, address privacy considerations, and resolve barriers to information. They use specialized software and must be able to learn new technology. The role requires developing a strong understanding of City business processes, records, data systems, enterprise technology, and legal/compliance requirements. While part of a supportive team, EIMA IIs are expected to lead projects, perform significant independent analysis, and identify or escalate issues as needed.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
Support the City’s response to requests for information under Minnesota’s public records laws, including the Minnesota Government Data Practices Act.
Plan and oversee data transparency projects, including efforts to identify, gather, protect, and provide data responsive to data requests as well as affirmative provision of data.
Efficiently review, assess, and redact large numbers of documents responsive to data practices requests.
Conduct research necessary to determine legal requirements applicable to data, information systems, and business processes, including determining classification and retention requirements.
Help design, evaluate, recommend, implement, and maintain information management-related systems/processes.
Utilize information storage systems; design processes to search, identify, and collect data from information storage systems.
Develop procedures consistent with the information management program.
Effectively communicate via written communications, phone calls, and meetings or interviews both remotely and in-person with stake holders. Maintain strong relationships despite sometimes contrary interests.
Efficiently review, assess, and redact large numbers of documents responsive to data practices requests.
Provide training to end users.

Requirements
Minimum Education:
Bachelor's Degree or equivalent; JD or master's degree is preferred. Area: Information management, law, information technology or library sciences or related. Related fields include e-discovery, paralegal, journalism, auditing, compliance, research, investigations and risk management.
Minimum Experience:
Four years of related experience performing work similar to the Job Duties and Responsibilities listed above.
Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
